Outlook 2003 VPN SBS 2K Exchange Unavailable

We have three networks on different subnets, all configured with SBS
2000, two NICs and a single static IP. I use VPN connections between
the various Networks and RD pretty regularly. I used to use Outlook
through VPN to access my e-mail but I've recently upgraded one machine
to Office Pro 2003 and Outlook 2003 will not connect on that machine
to a remote Exchange server.

I've been battling this on and off for quite a number of weeks and
need some help. I would like to get Outlook 2003 working rather than
having to use OWA.

I know the number of posts and solutions on topic is huge but I'm
pretty sure I've tried many of them, including hosts/lmhosts, Format
C: and reinstall entire client machine, new profiles, different users,
adding EnablePMTUDiscovery & EnablePMTUBHDetect parameters, changing
the MTU on the client using DrTCP, checked the ClientProtocols
registry key. All servers and clients are fully patched.

No traffic goes through the VPN connection (sent or received) when
Outlook 2003 is attempting to connect or a profile is being created.
I think this is the key.

Pinging the FQDN (or server name) works fine as does browsing the
remote Network, although this has always been a little slower than I
would expect.

Outlook 2000 works fine from a different machine on the same Network
with the same user.

I have complete control over anything across the three Networks from
this machine but Outlook 2003 can't find Exchange. Any help or
troubleshooting would be greatly appreciated.
