XP doesn't load balance, as far as I know. If you have an alternate DNS
specified, your client will go to it if there's even a small delay (1
sec, I think) on the primary.

Can't think of any reason why you shouldn't add the external DNS as a
secondary, but you wouldn't want to eliminate the local net DNS. AD
depends upon it. Also, I don't know much Internet traffic you're dealing
with, but your local DNS cache can reduce your WAN bandwitch consumption
considerably.
