which CAL should I get, User or Device?

Hi,
I have SBS 2003 with 10 users on it but I want to add 5 more users to be
able to access the system. The five new users all work from their own
computers so what licence should I purchase?

Should it be the 5 additional User Clients or 5 additional Device Client
Access licence? And what sort of price should I be paying. I am based in the
UK and have seen prices for both vary between £277 and £399.

If I purchase Device licenses does that mean that all the users of that
machine can access the server?
but if I purchase user licences they can access from any machine but need to
log in using there username and password?
