ISA blocking a user after XP SP2 install

I'm working with SBS2003 and ISA 2000. I just upgraded a client box to XP.
Everything worked fine. I installed SP2 and Office 2003. I was doing an
windows update and it gave me an error. After that, I can't access
non-secure sites from a regular user (admin works fine).

I reran the internet connect wizard and that didn't help. I get a 403
Forbidden (12202) error when I try to connect.

Is there something in ISA I need to reconfigure? How come this isn't
happening to other users?
