Users and restrictions?

Hello all,
We have the following problem:
We have made some Users with the standard user wizard using templates. Now
these users are automaticaly assigned to specifick groups and seem to have
some Group Policies attached. So far so good. The users have certain
restrictions and stuff.
Here it comes. If we try to make some GPO's of our own. (For instance, we
tried to disable the button Log Off in the start menu.) They just won't work.
Every GPO we create failes!
Are we doing something enormous wrong?
In our logic minds Users belong to certain Groups AND you can
restrict/enable policies for users by putting them in the scope of the GPO.
Is this wrong?
Really hoping someone could help us!!!!! We have been at this problem for
many many hours!!!!
