Hi James,
I'm sorry that I'm still not very clear about the detail of the issue. I'd
like to ask you for some questions and provide some basic suggestions.
Question:
1. For the laptop users, when they're OOF, are they using your SBS server
as the POP3 server to send and receive emails?
2. Do you have a published domain name? (Such as yourdomain.com)
3. Have you published your SMTP server? (Such as @yourdomain.com)
I assume that when they're OOF, they're able to send emails from your POP3
server.
I'd like to provide you with the following suggestions.
Suggestion 1. If you didn't publish your SMTP server.
You can configure the laptop clients to use your ISP's SMTP server to send
emails when they're OOF. To do so:
1. Open Outlook.
2. Click Tools and click Email accounts.
3. Choose View or change existing e-mail accounts and click Next.
4. Choose your POP3 account and click Change.
5. In the Outgoing mail server (SMTP) box, key in your ISP's SMTP server
address.
6. Click More Settings.
7. Click Outgoing Server tab.
8. Check the My outgoing server (SMTP) requires authentication.
9. Specifying the User Name and Password provided by your ISP.
10. Click OK.
Suggestion 2. If you published your SMTP server.
You can modify the recipient policy on your Exchange Server. To do so:
1. Open ESM.
2. Expand to Recipients\Recipient Policies.
3. Right-click the Default Policy in the right pane and click Properties.
4. In Email Addresses (Policy) tab, click New.
5. Click SMTP address and click OK.
6. Key in @yourdomain.com and click OK.
[Note] If this SMTP domain name is a shared domain name, please uncheck the
"This Exchange Organization is responsible for all mail delivery to this
address" box.
7. Check the new @yourdomain.com SMTP policy.
8. Click Set as Primary to set @yourdomain.com as the primary policy.
9. Make sure that the appropriate users have both @yourdomain.com email
address and @yourdomain.local email address. And the @yourdomain.com email
address should be the primary one.
Suggestion 3. Please check the following scenario.
If you're using a POP3 connector, please check whether the following KB
addressed your issue.
E-mail to external recipients with the same e-mail domain causes NDR
messages when using the POP3 Connector

I hope the above info helps.
If you have any update, please feel free to post back.
Have a nice day!
