In order to isolate the problem, please follow the steps below:
 
1. In Server Management, click Users and then click Configure Password
Policies in the right pane.
2. Clear all the check boxes, select "Immediately" in the "Configure
password policies" list box and click OK.
3. Restart client computers and see if they are requested to change
password.
 
If the issue still occurs, please follow the steps below to get the GP
result:
1. Click Start -> Run, type in "gpmc.msc", click OK.
2. Right-click Group Policy Results and click Group Policy Results
Wizard....
3. Click Next, select "Another computer", type the name of one of the
affected Windows XP clients and click Next.
4. Select "Select a specific user" and then select the user, click Next.
5. Follow the instructions to generate a group policy result report.
6. On the Settings tab, please paste the Password Policy settings (Windows
Settings\Security Settings\Account Policies/Password Policy) to the public
newsgroup.
