SBS2003 - Desktops Locked Down Too Tight, Really Need Help

I am running SBS 2003 Standard and it's the first time I have dealt with the
product. Everything seems fine except when I add a machine to the domain, it
completely and securely locks it down. This is fine for most clients, but I
have folks in accounts payable and receiveable that use local programs on
their local machines and it doesn't allow anything to be written to any part
of the C: drive except to the My Documents folder. I have gone through all
the GPOs and looked everywhere I possible could and can not find out why it
is doing it. I assigned nothing new than the way it came out of the box.
