Remote Web Workplace is a "Remote Access" solution for those with SBS 2003
"and" Windows XP Professional computers. It allows you to proxy remote
desktop requests from Internet COmputers to internal Windows XP Pro RDP
Hosts, allowing people on the road to access their own computer.

Terminal Server is a solution that provides centralized application
deployment to any kind of client. You can deploy a Terminal Server in a shop
with DOS, Linux, Mac and PC clients, and everyone will be able to access
windows applications (with the appropriate client). Users will be able to
run whatever programs you designate for them on the TS. One install, access
for everyone who can logon.

So one is a remote access solution for people with a specific infrastructure
in place, whereas the other is a solution to centralize application
ddeployment to any kind of client (local or WAN).
