Encrypting files on the server

First, I can encrypt files and folders on the server. The problem is NO one
else can access them even after I add them. Is this a certificiate issue? I
am more than happy to read about it on my own if the explanation is lenthly.
Just let me know and point me in the right direction.
I just can not share anything I encrypt with anyone else on the network...
