Hi Jason,

I understand the problem is that you're not able to use OWA to send and
read emails properly.

To clarify this problem, will you please collect some info for me?

1. What is the exact "forbidden" error message?
2. Does the issue happen on all clients?
3. Have you installed ISA server?
4. Can you make a screen shot of the problematic window and send it as an
attachment of the post?

If you encounter forbidden 403 error and you have installed ISA, the
following KB article may helps.

If you're using Windows XP with Service Pack 2 as the client computer,
please follow these steps to configure pop-up blocker.

1. On the "Tools" menu, click "Pop-up Blocker", and then click "Pop-up
Blocker Settings".
2. In the "Address of Web site to allow" box, type the URL of the Outlook
Web Access Web site.
3. Click "Add", and then click "Close".

[Note] You can lower the Filter level. This enables some pop-up
advertisements to appear, but some Outlook Web Access functionality may no
longer work as expected. Additionally, you can turn off the Pop-up Blocker
in Internet Explorer. However, we do not recommend these actions.

If you're not using XP SP2 or there's no pop-up blocker, please also refer
to the following steps to clear cache from the client/IIS/ISA.

1. From the client computers:

a. In Internet Explorer, click Internet Options on the Tools menu.
b. Click the General tab, and then click Delete Files.
c. Click OK.

[Note:] It's important to ensure that no OWA connection is active or
attempted between the time you start clearing the cache files, and the time
you are finished clearing them (from all locations).

2. From the IIS server:

a. Clear the IIS server files: Go to your %windows%\IIS Temporary
Compressed Files directory *. Select all of the content in this directory
and delete it.
b. Go to a command prompt, type "iisreset".

3. From the ISA server:

a. Stop the Web Proxy service.
b. Locate the Urlcache folder.
c. From the multiple files in this folder, locate the *.cdat file in this
folder.
d. Delete the *.cdat file.
e. Start the Web Proxy service.
