Regarding this issue, please see my comments below:

wmiprvse.exe is the instance of Windows Management Instrumentation. Windows
Management Instrumentation (WMI) is a component of the Microsoft Windows
operating system that provides management information and control in an
enterprise environment. By using industry standards, managers can use WMI
to query and set information on desktop systems, applications, networks,
and other enterprise components. Developers can use WMI to create event
monitoring applications that alert users when important incidents occur.

In Windows XP/2003, WMI resides in a shared service host with several other
services. To avoid stopping all the services when a provider fails,
providers are loaded into a separate host process named Wmiprvse.exe.
Multiple instances of Wmiprvse.exe can run at the same time under different
accounts: LocalSystem, NetworkService, or LocalService. The WMI core
WinMgmt.exe is loaded into the shared Local Service host named Svchost.exe.

This issue could also occur if a UNIX or Linux computer that is running the
Samba program is on your network. Please refer to the following KB:

Another possibility:

The Services.exe process is a host process used to manage Services. It's
normal that it takes 10~15% of CPU time. The imbdownl.exe process is used
by POP3 Connector to download emails. It will only take CPU time when its
schedule is triggered.

Anyway, I am not sure if you have observed any obvious sluggish behaviors
or performance problems of the server. Since SBS 2003 is a single server
which hosts many services and applications and it will also serve several
clients in the meantime you may find the CPU or memory usage is very high.
If you do not see any performance issues, the server should be OK.

Based on the above description, I think it is a normal behavior that the
wmiprvse process will occupy more CPU usage.
