First, to avoid any potential issues and confirm that your SBS fax is
functioning correctly, I would suggest that you check your fax modem is in
the Windows Server HCL list, so that we can isolate this issue.

Again, the incorrect format of the fax number when merging from Word would
also lead to this issue. Make sure that your merging is performed

Furthermore, make sure you have performed the correct steps for mail merge.

Please also help to collect the following information to narrow down the
root cause:

1. Do you use any third party software for the sending the fax?

2. Are there any error messages occuring while the issue happens?

3. Does the issue always happen when a fax is sent to a specific receiver
or randomly for any receiver?

4. Are there any related event logs while this issue occurs?

This issue could also be caused by Word, I would also suggest you to post
this issue in Word/Office for more information
