basic group policy question

Hi all -
using sbs2003 i have a defualt domain policy i normally edit and it works
fine.
In AD i had all my Clients (all XP machines sp2) under "computers" i moved
these to "my business / computers / sbscomputers" to tidy up.
I wanted to test that GP was working so i changed something simple so i went
into the group policy editor and edited the default domain policy and
changed the Display settings for the screen saver - i changed the screen
saver timeout time from 18 mins to 30 mins i then closed the GP and did a
GPUPDATE on my 4 client pc's 2 of them changed to 30 mins the others didnt
change at all.
I restarted the XP boxes that didnt update and after a restart they still
hadnt updated. i then removed the group policy setting so No screen saver
was specified the two pc's that updated last time updated fine again and the
users could set there own options for screen saver timeout and password
option the other two problem pc's were still stuck on 18 mins timeout .
I then made a new Group policy for the SBScomputers section of my AD and
once that was made i quickly edited the screen saver options again to enable
them and set timeout too 40 Mins - once that was done i right click the
policy and selected "enforced" (i assume this is correct) and after running
gpupdate and restarting the XP clients No PC's got the changed i had made.
So there seems to be something basic i am missing - is there anything
special i have to do to make a new GP for the sbs computers section that
will apply my settings to the clients while also taking the settings that i
have set under the default domain policy.
and why would 2 machines not pickup the policy? is there a way of checking
what policies a client is getting?
