You are over complicating it. She just needs to have the ability to "Send
on Behalf of" enabled. There are two steps to this that are done in two
different places.
Step #1
Do *not* make her the owner of the mailbox. Making her "Publishing Editor"
is all that is required. Do it at the Mailbox "root" and the same at the
Inbox,...nothing is required on any of the other folders. Do this using her
Boss's Outlook while logged in as him (or another account that has
permissions to do so).
Step #2
To enable the "Send on Behalf of", go to here *boss's* User Account in
Active Directory, Choose Properties, Choose Exchange General, choose
Delivery Options, choose Add,...add her account to the list.
