Hi Brian,

Thank you for posting here!

I understand the issue to be: Most .msc files are not able to be opened
properly with "MMC cannot open the file" error information. If I'm out of
base, please don't hesitate to let me know.

First of all, please double-check whether there're any virus/spyware on
your computer. I'd like to provide you with the suggestions info as well.

Suggestion 1. Register dll file.

[Note] The issue may caused by XML Parser issue. You can also try
install/reinstall the latest XML Parser.

1. Click Start and click Run.
2. Type "regsvr32 msmxl3.dll" (with no quotation marks) and click OK.
3. Test the issue again.

You can also try:

1. Open Add or Remove Programs.
2. Click Add/Remove Windows Components.
3. Click Next and change nothing.

Suggestion 2. Check System Protected Files.

[Note] This issue may caused by system file corruption.

1. Click Start and click Run.
2. Insert the 1st installation CD of SBS 2003 into the CD-ROM.
3. Type "SFC /ScanNow" (with no quotation marks) and click OK.
4. Complete the process and reboot the computer.
5. Test the issue again.

Suggestion 3. Change another user account.

This issue may also cause by corrupted user account, please check whether
it works in another user account.
