Hey Gary.
Usually hard locks like this at this point in the install are hardware.
I just replaced a test box at home that would run W2K server and XP all
day long, but would not load W2K3 or SBS 2003. I finally downloaded and
ran the MS memory check utility. At first, it reported what I thought
was a RAM error, but when I realized I was getting the same error in
the same place no matter how I had the RAM physically installed on the
system board, I realized I had problems with the mobo and ended up
replacing the entire unit.
I'd at least run through the Windows Memory Diagnostic
(http://oca.microsoft.com/en/windiag.asp) before beating my head on
this much further. Also, try to get your hands on a Windows 2003 Server
Standard or Enterprise install CD and test the install there. If those
fail, it's not a problem with SBS.
HTH...
