SBS Offer Remote Assistance Not Working

Someone out there please help me. I've read everything I can find and nothing
I do makes Offer Remote Assistance work unsolicited. The workstations can
request assistance and I can accept and then they can grant me control, but I
want it to work from my server unsolicited, I guess like a shadowing feature.
When I worked up north our helpdesk could do it all the time and everything I
see about SBS 2003 Premium says I can do it here on my company's local
network. No firewalls are running, I've run rpedit.msc on the station I'm
trying to connect to, stopping short only of adding the (show helper) user
everyone. My Domain Admins and users are members of the workstations
administrators group. Everything on the workstation seems to be set correctly
yet when I try to use this service from my server I get the error

Remote Assistance -- Web Page Dialog

Access to the requested resource has been disabled by your administrator.

Now, if I try to Offer Remote Assistance from another workstation I get a
flat out Permission Denied.
All workstations are XP Pro sp2.
Any ideas and all help will be greatly appreciated. Thanx.
