Hello Kent,
The first thing I would do is just delete that cachefile and allow it to be
rebuilt.
To do this, I would recommend that you go to isatools.org and download
clrcache.com, it's a one-click solution and you may want to do this whenever
you either have a problem like what you're describing or if you <really> want
to access an original webpage and not a cached version.
Otherwise,
Stop the Web Proxy Service,
Delete the file,
Restart the Web Proxy Service.
If you continue to have problems, then you may need to follow the error
instructions and report the error to MS. Also, I don't remember if it was
released as a WUS update, but there was a <manual> Web Proxy Cache update
which was released earlier and might be affecting you if it was installed
improperly.
