Have you tried https://>  instead of HTTP ?  Is port 80 being 
forwarded on your firewall/router (for HTTP to connect)?
When you run the CEICW and tell it to allow access to sites from the 
Internet SSL is configured and forced on those sites, SBS does have a 
redirector in place that would take you from HTTP to HTTPS if needed, but 
that means that you have to be able to talk to the server on port 80 before 
you get sent to port 443, so if for security reasons you don't want port 80 
open, then you would have to force the connection to use HTTPS.
