I second the guidance from the Daves. I also suggest turning up the
"Enforce password history" security policy setting as high as it will go
(24) and setting a minimum password age of 1 day to avoid reuse of a
password by the user. However, that won't prevent collusion of all 30
people agreeing to set their passwords to the same thing. :( It seems like
the users need a brief lesson in why sharing passwords is NOT a good thing
to do.
