I don't do that. I use generic names - workstation001, 002, etc - and put
PTouch labels on each computer so the user knows what PC they're sitting at.
Changing computer names when you change users is a waste of time!

Use roaming profiles for users - this isn't related to the computer name
anyway.

What happens when you log in locally as an admin, and try using control
panel? It should work.

Yes, but as I said, I consider this a huge waste of time. It isn't needed.
