SBS 2003 SMTP Queues -"Massive"

My SBS server:
-Latest patches as of 30 days ago.
-Using the POP3 connector.
-Using SMTP connector.
-Exchs 2003 SP1
-Using DNs to resolve not smarthost
-Not using TrendMicro.

Latest Incident:
This passed Friday the SMTP queues grew to 133,500 messages and 350MB of
space. The majority of messages were from 2 SMTP connections. yahoo.com.tw
and hinet.net (zombie). I was able to remove the queues down to zero, only
to see them bounce back up to 6,000 or so, 15 minutes later (uphill battle).
As soon as I would delete them in the find messages panel, they would
re-appear in the thousands. I experienced this issue last month on a
Win2k/Exchs2k box where re-installing the IIS lockdown tool resolved this
issue. Is there an equivilent fix such as this for SBS 2003? Inetinfo,
process.exeWhat should be my next plan of action?

Check to see if you are having problems with e-mail. If so, stop and then
restart the Microsoft Exchange Information Store service.

You can disable this alert or change its threshold by using the Change Alert
Notifications task in the Server Management Monitoring and Reporting taskpad.

A large number of messages are pending in the e-mail server send queue.

Verify that you have Internet connectivity. If you can view Web sites
normally, contact your Internet service provider (ISP) to determine if there
is a problem with their e-mail server.

You can disable this alert or change its threshold by using the Change Alert
Notifications task in the Server Management Monitoring and Reporting taskpad.

The inetinfo.exe process is allocating more memory than usual. The following
services are hosted by this process: IISAdmin, POP3SVC, RESVC, and SMTPSVC.

For more detail, review the event logs for events related to these services.
It may help to stop and then restart these services.

You can disable this alert or change its threshold by using the Change Alert
Notifications task in the Server Management Monitoring and Reporting taskpad.
