Messages that cannot be delivered to internal users go into the Failed Mail
folder. Since these messages have no address on the TO line, they cannot
be delivered and end up in the Failed Mail folder.
There isn't much you can do to correct it, it's functioning as it was
designed.
If you want to prevent your server from receiving those emails,
- you could ask your pop provider to use spam filtering mechanisms.
- you could move away from the pop3 connector and use straight smtp so you
could take advantage of the features of Exchange. Unfortunately, they do
not apply when you use the pop3 connector to retrieve email.
- you could use a third party spam filtering software
