ISA permissions

I am working on a SBS2000 server. If I assign Access Policy permissions in
ISA to any users or groups other than the default Internet access group
created by SBS, the users do not get access to the Internet.

I can use either the default "Backoffice Internet Users" group, or "Any
Request". No other group will work.

Why is this?
