Came across this the other day. took ages to winkle it out.
The NAT in RRAS has a DHCP Server. ( hence the Server IP Address as the
Second DHCP Server )
....have a look under Admin Tools RRAS > NAT and disable it.
( Sorry I don't have a server I can walk you through or my notes at the
moment, but I'm sure you'll find it. - If not, I'll post later. )
Not sure what causes it, but It may be the SBS Box finding an ICS
(Server) on one of the XP Workstations.
