The steps to migrate from an existing SBS to a new one using AD replication
can be a bit complicated. It is possible to do the migration from SBS 4.5 to
SBS 2003 in this way using the Swing Migration method I've documented. If
you are interested in understanding more about the complications, send me an
email directly to YCST@sbsmigration.com and I can forward you a copy of the
Reviewers Technical Guide I've prepared that explains the theory of Swing
Migration. My documentation is a complete project guide, more complete
information than the MS whitepapers usually are on such a topic.

The swing method will allow you to complete this process in a manner that
licensing and activation will allow.
