WINS may speed up initial Netbios browsing after boot but if it isn't
there then the Netbios machines on a subnet will find each other by
broadcast. It may take a few minutes, but it will happen. If you're in a
hurry, Find Computer will do it immediately. I repeat, I looked after a
small NT4 network for five years, and I know for sure the server wasn't
running WINS. The usual browser elections occurred. I'm not running WINS
at home: my Samba server insists, by various dirty tricks, on being my
master browser and the other machines sort of muddle through.
I don't believe pre-W2K machines will ever try to use anything but DNS
to resolve a FQDN. There was a very strong distinction between Netbios
names and TCP/IP names, one that did not need WINS to decide.
