Brad,
In the Properties of the FTP site within IIS, select the Security
Accounts tab. Is "Allow Anonymous Connections" enabled? If not, then
anonymous users on the Internet will not be able to connect.
When on the LAN, you are connecting via NT authentication, which will
allow the LAN users to connect even without the anonymous permission
enabled.
