Thank you for your inquiry.
It seems you are experiencing the problem discussed in article 827214 The
Inetinfo.exe process repeatedly crashes and restarts, and "Event ID
http://support.microsoft.com/?id=827214.
If you haven't already, apply Exchange Server 2003, Service Pack 1 to the
server. Then, follow up the service pack with the download from article
843539 You cannot use Outlook Web Access with forms-based authentication
and http://support.microsoft.com/?id=843539 (use the download link from the
article). Lastly, apply the download from article 827214 (again, use the
download link in the article).
