There is not any tool built into SBS to do this sort of analysis, you would
need to get a 3rd party protocol analyzer to get an accurate assessment of
the network. Even the FTP test is only a very rough indicator of the
network throughput between a single client and the server. Other things
that may need to be taken into consideration:
Is the latency you experience consistent, or does it only occur during
certain parts of the day?
If you just attempt to copy files between two clients, is the latency still
present?
Does the server experience the same latency when browsing the web?
If so, is ISA Server installed, or are you just using the RRAS firewall?
Also, just out of curiosity, what brand of gigabit NICs are being used?
