Yes, if the server is dropped to 100Mb/s, clients that are on connected to
the switch with gigabit links will only be able to communicate with it at
100Mb/s. In the vast majority of small business environments, this is not
a bottleneck, as the advantages of gigabit ethernet do not become visible
unless you are doing sustained large file transfers from multiple client
connections to the server.

Jumbo frames are a revision of ethernet standards that permit a maximum
frame size of 9000 bytes, as opposed to the 1500 byte maximum frame size of
traditional ethernet. Offloading is where the NIC rather than the CPU
handles the processing of tasks such as checksum validating. We have seen
issues with both of these features where they have caused latency and/or
packet loss, so in issues where gigabit NICs are in use disabling them is a
common troubleshooting step. To do so, go to the properties of your LAN
network adapter, and on the General tab, click Configure, then go to the
Advanced tab. You should see the Properties listed for your adapter, and
the disable option is on the right. Try dropping the server to the lower
speed and see if that improves for the clients. If not, try reducing the
settings on the client, and then swapping in a different switch between the
downgraded client and server if things still do not improve.
