copy incoming message only when from user 'X'

Before I go re-inventing the wheel we have a client who would like to
receive a copy of any mail into his exchange (via SMTP) from a particular
external address.
Any thoughts as I go searching? We're thinking an Exchange event sink may
handle it. I'd much prefer to do it at the server without making Outlook
based rules.
