Tara,
If this is Windows XP or 2000, look in the control panel under users. See if
this person is listed as user, administrator or power user. If they are a
user, then they won't be able to change the date or time. It is best to keep
everyone as users because it does prevent them from changing settings that
could be damaging to the computer. It also prevent anything from being
installed - including adware. So once the change has been made it would be
good practice to put them back into user mode.
