oops, you are searching for disabling the "Link enabled" option, not
"enforce" !

you have to use this on the host, where the GPO should take place
immediatelly:
start / run / cmd
gpupdate /force

the "domain"-password policy is storeed in the default domain policy. u can
configure these settings instead of disabling the whole policy. Go back to
the GPO Console and search for COMPUTER / WINDOWS SETTINGS / Security /
Acount Settings / ... /
There you will find all options and u can configure these as you like.
Dont forget to use the gpupdate switch.
