Your not doing anything wrong, it's just that MS has deemed "Small Business"
as single server installations and in installations of Small Business Server
you are limited to only one domain controller. You also can only have one
SBS per domain. All other servers must be "member servers" and will take up
one license seat.
Here's a link to a webinar by microsoft that explains licensing a little be
better. It's explained within the first 15 mins or so.
