If you're sometimes getting "server can't be reached" and sometimes "can't
download catalog," I'd suspect that some of your attempts are getting
through to the SUS server. In that case, the problem is probably something
besides ISA.

I can't tell you my configuration since I'm running SUS on the SBS, but I'd
get a configuration in SUS that lets you connect at least once (port 8080,
user credentials). You may have to try downloading the catalog several
times, particularly until you've done it successfully once.

If you don't succeed in downloading the catalog after trying it a few times,
including outside normal business hours, I'd check the SUS sync logs, the
member server's event logs, and the SBS event logs to see if you can get any
help there. If not, another idea would be to try
microsoft.public.softwareupdatesvcs to see if anyone there can help.
