IMHO
Since you already have it...ISA is your solution!

The theory was that I could block Wireless connections as well without
      authentication without using RADIUS

ISA becomes you're proxy server and firewall client
If someone walks in, plugs into your lan (which for the life of me I can't
imagine someone doing if they are not a member of your staff, but nonethe
less), even if they happen to have your proxy address, they would still have
to be a member of the domain.

I'm using SBS 2003 Premium, but I'm not using ISA (they don't make the
choice very clear when setting it up).
I can't do this without ISA?

Right now, anyone who connects directly to our LAN with a network card and
cable get access to the Internet (not to LAN resources). Is there an EASY
way to prevent unauthenticated users (outside of RADIUS) from accessing the
internet simply because they're connected to the network (but not joined to
      the domain or logged in)?
I'm using SBS2003 with 2 NICS (so the server is the only machine directly
      connected to the router).
