We could, I deleted the contact and the users account and recreated them
both. IT seems to have taken care of the issue.

When the contact was first created, a different email addresss was entered
than what was needed. For some unknown reason, even though it was
corrected, it still sent the messages to the incorrect account. Meaning the
address was deleted from that contact and the forwarding still sent it out
to that particualr email address though it was not part of the user or
contacts info.
