Hello Paul,
Yes it can, with a caveat for Exchange 2000. You will need to follow the
steps in the articles below to prevent problems.
Cannot Promote a Windows Server 2003 Domain Controller into a Windows 2000

Windows Server 2003 adprep /forestprep command causes mangled attributes in
Windows 2000 forests that contain Exchange 2000 servers (314649)

As always, make a complete backup, including System State, prior to making
any changes.
