Fred,

For the 103 error regarding sqlagent$sbsmonitoring can you check in
Start/Administrative Tools/Services and see if the service is running and
should be configured to run as Local System. You should be able to right
click on the service and select Properties and then click on the Log On tab
to set it to logon as Local System account (interact with desktop should not
be checked).

With the SBSMonitoring instance it does need to be running in order to run
it's scheduled jobs to do things such as remove entries that are older than
90 days (by default) from the database.
