Thank you for using Microsoft Online support

In your post you said that you can get to the server from every place but
one. I would contact the ISP for that site and make sure that they are not
blocking GRE(47) traffic. Also verify that if you are going through a
router or firewall at the remote location that it is set to allow GRE(47)
traffic to pass through it.
