Can the machines with static IP addresses on the 1.0 get to the 2.0 network?

Creating a DHCP server won't automatically fix routing issues

Assuming that the wireless router is the default gateway on the 1.0 network,
add a static route to wireless gateway using your idea above (192.168.2.0/24
gw 192.168.1.4)
