Is your server configured with a single network card, or two?
If two, verify that DHCP is bound to the internal NIC -- the one connected
to the same hub your client is connected to.
Start DHCP console
right click the DHCP server, click the Advanced tab
click the Bindings button
verify that the Server's local area connection NIC has a check mark next to
it.
