Can't get rid of Read only Permissions

I have a directory structure on SBS2003 which seems to be set to read only.
Some But not all of this structure was copied over from a 2000 server.
I have done the following to try to remove this.
1. Taken ownership of folders/sub folders and files
2. Removed inherited permissions
3. Set the Everyone group to full control and removed all other groups
accept Administrators who also have full control.
4. Applied the new permissions to subfolders and files
I have checked the effective permisions for a variety of users and they all
show as full control. Yet when I connect to the directory from a client I can
only open the files as read only and i cannot create new folder/files.
If I view the properites of any folder within this Directory structure it
seems to be inheriting read only status (Grey Tick in read only box) Yet if I
remove this and click apply the next time Iopen properties it is set back to
read only
This is driving me CRAZY - Bring back NT4 !!!
