Here's the combination that works:

In W98 Control Panel, Network, TCP/IP, Properties, On the
IP Address tab choose "Obtain IP Address Automatically",
on the DNS Configuration tab choose "Disable DNS." I did
this on two of my W98 clients and http://companyweb now
opens without a hitch.

The settings on the WINS Configuration tab do not seem to
have any relevance on the ability of the W98 client to
connect to http://companyweb, as long as the parameters
are set as described above.
