Cannot clear read-only flag

Recently implemented an SBS2003 server, and noticed when
exploring the shared folders that the read-only flag was
semi ticked (a grey tick rather than a black one), much
like when you've copied some files from read-only CDRoms
for example. Obviously I need users to be able to create,
modify and delete files and folders (subject to suitable
security permissions), so I unselected the flag, and told
it to propogate this setting into subfolders.

The thing is, after it has finished, checking the folder
properties reveals that the grey tick is still there.
Worse still, users accessing the network shares now find
that everything is read only, yet this is exactly what I
tried to remove.

What's going on? Why does removing the read-only flag
actually set the files and folders to read-only, exactly
the opposite effect to that desired?

On the plus side, at least we've not seen this on any of
the other SBS2003 installs we've done!
