Distribution Lists Problem - Assistance sought!

We are using mail enabled contacts in our Active Directory
tree (all placed in a separate Organizational Unit called
External Contacts). While we can send/ forward mail to any
of these mail enabled contacts, including them in DL's
seems to be posing a problem. Specifically, we have a DL
with a total of 36 members. 32 of these are external
contacts on a different domain (that mail server is not an
Exchange server) and 4 are on our domain who are local
users on our Small Business Server 2003. These 4 members
receive emails sent to the DL while the other 32 do not.
The group is of Universal Distribution type.

Any suggestions on where to start troubleshooting?
Apparently, mixing domain users with non-domain contacts
in a single DL seems to be the problem.
