RE: full access to folder except delete

You can accomplish that using the advanced user rights.

Right click on the folder and go to properties, then security tab and click
advanced.

If the user is in the list double click on him and it will display the
advanced rights. You can uncheck delete.

If he is not in the list click add and add the user then assign the
appropriate rights.
