Ok, so the magical power of a reboot has manifested itself once again.
I restarted the server after installing the latest updates, and now my clients can get DHCP addresses. I nearly did a dance of joy.
The WAP reservation still shows as inactive, but I don't know if that matters at all. Anyone know? For now, just having it work is good enough for me.
